Obsolescence management is divided into two parts next to each other:

The end user who operates on the field should have immediate knowledge of those parts that have been declared obsolescent and are about to be replaced or modified.

Information is more effective the faster the knowledge. 

Obsolescence Bulletin, is a bulletin issued by the industry which informs the user, on site, about the condition of obsolescence of one or more configuration items or associated components.
